Village Cuts Director of Community Development as Part of Budget Process

The village of Bolingbrook has removed the position of director of community development from its budget, effective May 1.

The top position of a second village of Bolingbrook department will be cut this spring.

In addition to fire chief, the director of community development will be cut in the village's Fiscal 2014 budget, according to Bolingbrook Mayor Roger Claar. Both changes will be effective May 1. 

Dennis Kowalczyk currently serves as the director of community development. There are nine other employees in the department, according to Village Attorney Jim Boan. Kowalczyk earned a salary of almost $90,000 in 2012 with almost $37,000 in benefits.

As of May 1, the Bolingbrook Fire Department will report to Bolingbrook Police Chief Kevin McCarthy, whose title will be redefined as "public safety director."

A 27-year veteran of the department, McCarthy was sworn in as chief of police in September 2008. He and Litton were the highest paid village employees in 2012, earning annual base salaries of around $113,000 and more than $153,000 with benefits.

The village board will discuss both changes at a budget workshop, the first of which will be held March 23 at 8 a.m. The cuts will then need to be approved at a future village board meeting. 

Claar declined to comment, though he did say last week that budget changes had not yet been cemented and "other cost-savings measures (are) being considered."
