VVSD Board Approves $66K Tuition Reimbursement for Superintendent

Despite a request to table discussion until Valley View School District 365U Supt. James Mitchem was present, the board passed the contract amendment Monday night.

Superintendent James Mitchem will receive an almost $66,000 tuition reimbursement check following an amendment to his contract approved by the VVSD school board Monday night.

The $65,658 amount “represents the reasonable value of tuition reimbursement for the doctoral degree on an after-tax basis,” according to school board documents. Mitchem "shall be paid a bonus of $65,658 for the 2011‐2012 school year, payable on or before Aug. 1."

Campbell said she had received several e-mails regarding the matter, specifically questioning the move in light of Mitchem's statement that he would not accept additional money from the district until students' achievement improved. 

Campbell recommended tabling a discussion, considering Mitchem was still on vacation and not present at the meeting to address the issue and answer questions raised by residents. 

Campbell's motion to table the discussion received no support from her other school board members. "I still believe we should have had more discussion about this and he should have been present," Campbell said. 

School Board Member Richard Gougis countered that it was an action taken by the school board, not Mitchem, and Mitchem did not need to explain the school board's actions.

"I don't understand why we need Mitchem to expain the action we're going to take," Gougis said. 

School Board President Steven Quigley said the tuition reimbursement was part of the discussion for Mitchem's contract but the reimbursement "inadvertently got left out of the contract." 

School Board Member Elizabeth Campbell questioned the timing of the amendment. 

"I need to know why at this particular time," Campbell said. "He's held the position since the beginning of the school year. Why are we doing this now?" 

Quigley said the "error" in Mitchem's contract was brought to his attention in June and because of scheduling, the amendment just ended up on the July agenda. 

"I feel like we're obligated to do it," Quigley said. "There is no hidden agenda." 

School Board Member Leo Venegas confirmed that the district sets aside $350,000 in its budget to reimburse higher education tuition for its teachers alone. 

School Board Members Venegas, Quigley, Gougis and Ronnie Bull voted in favor of the contract amendment. Campbell abstained from voting. Board Members Jim Curran and Chrystal Hansen were absent from the meeting. 

One woman addressed the board regarding the matter. Andrea Anderson, a parent and teacher for the district, thanked Campbell for attempting to table the discussion. 

"It's a big discussion in our community," Anderson said. "It's more than my salary. Thank you for tabling something for our community."

My children have also commented how the teachers are not able to use much paper because there is no money for it. I would be interested in knowing if the budgets given to the schools for supplies has been reduced while $66K was handed out as if it were water. From most of what I have read, teachers can be reimbursed a small portion of their educational costs with a yearly max of around $1500. That's a far cry from $66K.

Then Ms. Smith goes on to say that Lincoln's birthday typically falls on a weekend. Last I checked February 12 usually rotates throughout the weekdays.

He did not say who was present at the negotiations. I was told there was no written documentation verifying that both parties agreed to reimburse for a Doctorate. Good point about why they are doing that if it is not trequired for the job. Also I think we should let the IRS know that the turion he used as a write off on his taxes as if he wasn't being reimbursed is now being reimbursed. That is probably why they are now calling it a "bonus" vs tuition reimbursement.

Thank you Board Member Campbell for TRYING to help our community and do further investigating before just throwing money at our administrators......in light of where our district is financially it saddens me that our school board would approve this the way they did......I FOR SURE will be remembering this at election time!! Shame on you Dr. Mitchem for taking this money when you promised you wouldn't take anything additional until our schools made progress.......and you have the GALL to charge us parents so much more for school fees.....it's disgusting!!!!!!!

The board said that there is $350,000 in the budget for "teachers" to be reimbursed for education... I don't know if that includes our Superintendent and if that s where the money is coming from. I am working on writing a letter to all the board members I suggest/recommend we all do. I know there are a lot of factors as to why the board makes their decisions. At this point I wonder how many of them have their children in the VVSD public schools... Are they also being personally affected? I do give huge hats off to Ms. Campbell... what an amazingly strong woman that was trying hard to represent and stand by the public and letting them voice their opinion and be heard. Very commendable!

I agree. At least someone has some common sense. What exactly are these board members trying to do? I think that they are at fault here.

It's the same old song and dance- the top just keeps getting richer and richer and where we really need monies, nothing. It is so sad. He should be reimbursed just like his teachers. That's all.
It would be lovely to see a school board that is actually making decisions in the best interest of the kids- maybe that's why our scores don't improve.

In response to Lettuce's comment about homework never being required which may have attributed to the decline in achievements: My cousin was a teacher for the Joliet Diocese before going to a public school in Minooka all at K-8 level. He was known as "The Homework King". At that time the children and some parents were even concerned. After those kids grew up, they thanked him for preparing them for high school and even college. He didn't give homework to just give it, but homework they could learn from to teach them the proper ways to make presentations such as college level essays. If the system doesn't challenge the children, the children will challenge the system.

I just got hired for superintendent of another district...Its great I have no college degree so they agreed to pay for it all because its required for my new job.My dumb friends all paid for and are still paying back there education on there own dime how silly

My outrage is at how the board is handling the manner not at the reimbursement. Board members are public officers and should not be making statements saying they don't have to explain their actions to anyone. I'm not sure if you read all the comments, but it's not always the resulting action. In this case, it's about the means to the end.

It isn't "HIS" money. It's from the tax payers. If a PhD was required for the job, then that is on his dime because he wanted the job. If it were not a requirement and he decided later to get his PhD on his own, the district could pay back at a similiar rate to the rest of the staff, $125 per credit hour/$1500 per school year. Perhaps he shouldn't have been hired for the job because at the time, if he didn't have his PhD, then he did NOT meet the qualifications for the position.
Additionally, as others have pointed out, a main point here is that the board, who is supposed to represent the community, felt they didn't need to justify spending $66K, whether for this or anything else. They didn't allow any discussion or the option to table it for later discussions.

LOL! Darn right there VVSD Mama! He deserves the money. It's only money afterall and heaven knows we have money to burn. It's not like it'll ever run out seeing as how it grows in abundance around here and there'll never be a drought where it could possibly run dry. Heck, they'll just raise our taxes over and over, because it's just money. I mean, the economy is booming and things are just getting better and better every second of the day. Show him the money!!! Yup, my pie-hole is thrilled and thankful that he's here in the first place, just spending and taking my money. REJOICE!

I wrote such a nice long response about my opinion on what we all must do to begin changing things and posted it to the article $66 K check for superintendent on vvsd board agenda. Feel free to head to that one and see what I think) Furthermore, yes it is my understanding staff in our schools are required to use printshop where there is also a limitation and there's an even more strict limitation on copier usage at the building level. This is why kids are being asked to print so much of edline....saves district money, costs parents even more.

I strongly believe there are members in the community that want to speak up but are forced to keep quiet out of fear of being on the receiving end of Claar's First Party anger. Two years ago, I approached the podium (at a school bd mtg) with questions and was verbally assaulted, and was literally threatened to be thrown out...(check out the video below and judge for yourself). I have been literally villified and called every name in the book simply for speaking up, and running for public office. How can we get talented people to step up and run if they are met with hostility and resentment? The community needs to step up. Wow. Wow o WOW. 66K for a degree he started as principal at the high school. Adding 2 NEW adminstration roles at BHS and numerous other adminstration roles in the district. Yet, we have to cut programs, jobs, paper use, increase fees, freeze the pay on the bus drivers, and what ever other reductions that will be done without notification. PLUS, there is not contract agreement for the teachers of the district! NONE.
Tax payers it's time to get active, go to meetings, ask questions, demand answers, and hold the board and administration accountable.

We pulled our kids from VVSD 3 years ago and are lucky to be able to send them to a "National Blue Ribbon for Excellence" school. They have a difficult time focusing on their homework and projects because they see their friends out playing after school. We have explained multiple times how they get homework to improve and practice while the other kids do not... sad!

I just wanted to thank Mr. Curran for a lengthy email response explaining his stance on this issue and why he was unable to be present the other night to vote. I also want to thank Rick Gougis for his multiple attempts to reach out to me and discuss the issues. After a lengthy discussion with Rick, I now see where the board was coming from on this matter and we discussed many other issues that trouble me as a homeowner and taxpayer regarding VVSD. I still think it was not handled in the best way and think there is some poor timing of this news given the teacher's contract negotiations, but I'll now move on and perhaps pay a little more attention.

According to the meeting, the district sets aside $350,000 annually for tuition reimbursements for the entire district employees. Mr. Mitchem just received 19% of that budget!!! While I do believe he is entitled to some reimbursement, that is too much. There should be a cap amount for him, as there is for the teachers. They say it was agreed upon in his contract, but inadvertently left off. I don't believe it. How do you leave off $66,000. If it was agreed upon like they said, it should be in writing. And if it's not in writing, then I think we have bigger problems on our hands. No large school district does business on a handshake, everything should be in writing.

And just one more thing to stir the pot, we have a new principal at BHS. Mr. Michael White. In the patch article about him, it states that he is currently earning a Specialist Degree in Educational Leadership at EMU. I hope to God that we will not be footing the bill for that. Sorry if this comment just distracts from the issue at hand, but I couldn't resist.

Gov. Quinn Signs Law House Bill 4687 to Strengthen Open Meetings Act. Looks like this School Board will need to follow the new law in Illinois and send out its agenda to the taxpayers before the meeting, so they no longer can hide what is going on.
House Bill 4687, sponsored by Rep. Sandra Pihos (R-Glen Ellyn) and Sen. Kirk Dillard (R-Hinsdale), requires public bodies conducting a public meeting to ensure that a copy of the meeting notice and agenda is available to the public for the entire 48 hours preceding the meeting, according to a press release from Gov. Quinn's office. The measure specifies that public bodies can satisfy this requirement by posting the meeting notice on the Internet. The law also ensures that meeting agendas provide the public with adequate information about the meeting’s actions.

When did this law pass Ken. I think this is absolutely fantastic...now will the patch be making sure to also put those agendas on their websites under school news to make sure even more taxpayers view it prior to meetings. Also, do you know what the law states about adendums to the previously sent out agendas? Can public boards just do a switcheroo at the meeting or must they adhere to the agenda they sent?

I can't imagine what a customer could do that would cause a cashier to yell at them. Can you expandRead More a little on the situation? I shop there often but generally use the self-scan. There is one cashier that works that area that can be quite rude. It took me a minute to get my ID out and she went off on me. Sorry I wasn't as prepared as I should be but it isn't often that a 45+ woman is asked for ID.
